What about something like 'Best Villian' and 'Best Action Sequence'?

Well rather than best action sequence could you not just have a "Best Scene"? It could still be an action sequence but it gives people more options on what to vote on.

how about a Best Line From A Movie?

'Best Villain' - Are there enough movies with villains out last year to warrant this? It's good in theory but I'm not sure how many movies we'd get into this category. If we did, I'd hazard a guess that Venom would win outright for next year's awards...

'Best Scene' - Definetely worth considering. There's a couple of logistical problems with it: Firstly, getting enough people agreeing on a scene that we're able to pick a top 3+ for a nomination (I'd, of course, get to decide in the case a tie :D). Secondly, that we'd potentially spoil a scene from a movie for someone. If we can work around those, I think this should go up.

'Best Line From a Movie' - Again, we might have a problem agree on how to pick ones for people to vote on (I'd see "Borat" featuring here). Still good in theory if we can work around a few practical issues.

Well for the best scene nomination thread what you could do is ask people to put the title of the movie at the top of their post and then the scene itself in spoiler tags. That way the person reading the thread will know what film the scene is from and can choose whether to read it or not.

True, except for when it comes to selecting poll options when it will be visible. You couldn't just have the movie as it wouldn't be clear what the scene was for (and movies could potentially have multiple scenes nominated).
How about only a vague description for those that go to voting and maybe spoilered, longer versions if necessary when nominating to allow people to state their reasons for liking it?

I actually like the idea of a favourite scene, just want to work out the issues.
    Best Irish Film perhaps?

Not to insult the Irish film industry, but I can't see much happening here by way of movies to talk about (releases were patchy at best).

There is of course the other fact that this category would be pointless because "The Wind That Shakes the Barley" would win. There'd be no competition at all (and it probably should win, despite the question of its funding not being Irish etc). I mean would any other Irish movie have even a chance?

I'm going to add Best Scene as a category suggestion in addition to the original one.

Would Apocalypto be qualified in the 'Best Foreign Language' film, or is that not right?

The Golden Globes nominate if for the Best Foreign Language film. If it's good enough for them, it's good enough for me :)
