Waterprrof hat - where to buy?

Does anyone know where a totally waterproof hat can be bought from via mail order? I've had a few supposedly waterproof ones but after sustained rain they do leak.

Are they leaking or is moisture leeching in around the edges? I often have that problem with gortex hoods.

I'm not sure - all I know is that the inside of the hat gets wet.
