Circular + UV filter

    I have a cheap UV filter on my Canon IS lense at the minute. I want to get a circular polariser.
    I was recommended by a very helpful shop assistant to get an expensive UV filter and a cheap circular polariser.
    Their argument being I won't have the polariser on all the time.
    The budget is tight too at the minute so what do you guys recommend?

    Also does it matter which order I have the filters on the lense if I am using both?
