For the past 2 months I have battled with an ebay vendor and received very poor service. He has now just about resolved the issue and is eventually sending me what I need, albeit very late and no sign of any discount or goodwill gesture. I want to leave him negative feedback as I want other people to know how bad he has been to deal with. However, he will probably leave me negative feedback too – just to spite me. I only have a very small rating, 6 – but it is currently 100%, so one negative feedback will have a much greater impact on me. Am I better off just giving him positive feedback, or perhaps neutral?

It sucks that you have to worry about telling the truth in case you get defamed. I would leave the negative feedback because he deserves it. If your ebay feedback is important to you though, you could get spitefully flamed. and with only 6 previous buys negative feedback would stand out.

Have a look at the ebay feedback forum
    http://forums.ebay.com/db2/forum.jspa?forumID=113&start=40

Maybe a solution is to leave negative feedback, but wait until after 90 days?

Question: How can I leave feedback for an auction older than 90 days?
Answer: You will need the auction number and the user ID of the member.
Follow this link to leave feedback after 90 days

    EDIT:
Looks like these guys have created and are selling a program but only seems to do what the link above does:

why does high feedback matter to you?
unless youre selling, it wont make a difference.

but 1 negative for him will hit him harder than it hurts you

it does matter.some sellers dont let people under a certain feedback level bid for thier items

Even if you wait until the listing is older than 90 days, the seller will have 30 days to respond with a feedback of their own.

Sellers feel (almost) the same way in this situation. They feel that low feedback buyers can just leave negative feedback and either not use eBay again or just register another account while the seller is running a business and has to live with the negative feedback.

However...I say leave the negative feedback if you feel it is warranted and if you receive a negative feedback in retaliation, then leave a reply with your side of the story. Any reasonable person will see that you had a difficult situation and you dealt with it as best you could.

Leave a negative, and BE SURE to summarise accurately why you are doing it.
If you find that certain sellers are refusing to allow your bid because of spiteful return negative feedback, use the 'contact seller/ask seller a question' button on the auction you are now interested in, explain to the seller why you have a negative, and ask that they exempt you from their selling conditions.
I've had a spiteful negative, and never been refused being allowed to bid once I explained to sellers what happened.

i would suggest getting a higher rating(maybe 20) then waiting for 90 days and bad feedbacking his ass there and then

I would not bother. You know for sure that he will leave negative feedback, so therefore when you leave it for him you've automatically left it for yourself. You will need to rack up 50 postives just to get back up over 98% again.

Its just not worth it. Bad business practises will hurt him in the end. Next time email the seller and ask them to leave you feedback as soon as you have paid for the item, like they should.

Doesn't our discussion just show how flawed the whole feedback system really is!

Yep! It could be easily fixed in some way if it was linked to paypal, ie. when the buyer pays the seller within 24 hours they get X feedback automatically.

They should also differentiate between feedback from buyers and sellers. Maybe noob eBayers might finally cop that 10 feeback left from buying 10 x 1c ebooks just isn't good enough to buy a $600 mobile phone from!!

The feedback profile on eBay does differentiate between buyers and sellers though you do have to look through it to see which it came from. A filtering system to show feedback from buyer or sellers only would be a good idea.

A small suggestion: tick the box for positive feedback, then say, depending what the problem was, something like:

"I'm new to this, seller says 10 weeks delay normal so a positive. Thanks, seller, from a newbie. "

If I were to read that on Feedback I'd get the picture.

The problem with that is post people don't read the actual comments, especially from a biggish seller as your comment will slip do the list fairly quickly.

The whole feedback system is a joke, I'd problems with a seller before and threatened negative feedback, he said he'd leave me negative too if I did. I didn't bother in the end.

As has already been said, once the buyer pays promptly then they should be exempt from negative feedback.
