I bidded on a item on Ebay and got this email from the guy who is selling it Im just wondering would I be covered if I wired the money to him its a laptop?

    Hello,

You have the opportunity to purchase this item at your last bid price of GBP £ 400.00 .
The ex winner had some problems and couldn't handle the situation (he told
me something about his daughter being sick), so following eBay's
suggestion, I've contacted you this way.The deal will go strictly
according to eBay's rules and policy
regarding to this second chance offer- to start the official
transaction, I need to know your details:

    eBay ID:
    First name:
    Last name:
    Address:
    City:
    Country:
    Post Code:

As soon as I have them I'll start the official procedure, and eBay
will notify you about this. You'll also receive important guidelines +
instructions from them (please go through them exactly).I'll handle
the shipping, so this will be free of charge for you + I am willing to
deduct you with the fee for handling the payment procedure. Also, a
    refund policy will be included.
Looking forward to hearing from you!
    Best Regards!

Bank-to-bank transfer or Western Union? This is the offical eBay policy.
Not permitted on eBay.com: Sellers may not solicit buyers to mail cash. Sellers may not ask buyers to send cash through instant cash transfer services (non-bank, point-to-point cash transfers) such as Western Union or Moneygram. Sellers may not solicit payment through "topping off" of a seller's pre-paid credit or debit card. Finally, sellers may not request payment through online payment methods not specifically permitted in this policy. Please see the "Some Examples" section of this policy for those evaluated payment services not permitted in the eBay marketplace.

Bank transfer wouldn't do Western Union.

Just a word of advice. I you are asked to step outside the ebay auction procedure you stand a great chance of not gettig the item you purchased and also losing your money. Do not forward your details as you have no comeback. This is a procedure used by some scammers.

I would be very wary as the seller can offer you a 2nd chance offer direct to you from his ebay listing. he does not need to go through all this carry on in his email.

I would not do bank transfer for such a value. Was your previous bid 'nibbled' up to your proxy bid by the winning bidder? Was the winning bidder a 0 feedback or new member? Could be shill bidding.

Well it didn't show any name's. Just said bidder 7 or 8 etc etc.

    Got this email from him.

You expressed interest in an item titled "Toshiba P100 Core Duo 1.83GHz / 17" / 100 GB / 1024MB"(Item 330065117315 ) by bidding , however the auction has ended with another member as the high bidder. In compliance with eBay policy, the seller of that item is making this Second Chance Offer to you at your bid price of 400.00 GBP.
The seller has issued this Second Chance Offer because either the winning bidder was unable to complete the transaction . If you accept this offer, you will be able to exchange Feedback with the seller and will be eligible for eBay services associated with a transaction, such as fraud protection .

I was gonna send money by bank transfer because most 3v allow is 350 but Im going to get him to send me two payapl requests one for 300 the other for 275 wouldnt I be covered if that happened?

That email sounds like the standard email from ebay for a 2nd chance offer although you are quite low down in the bidding history (assuming you are bidder 8). I would fully expect him to offer the laptop to bidder 5, 15, 9, 13 & 12 before offering it to you.

The laptop is not covered by Paypal Buyer protection and you would only be entitled to ebay standard proection which will only cover you for £105 of your £400.

The seller only has a feedback of 20 and no feedback for selling.

Edit: Most of what I typed would have been applicable if you were the winning bidder of the auction. The 2nd chance offer is genuine if he sets it up and you have a unique ebay listing number.

Is what you posted a direct copy and paste of the email? I ask due to the poor punctuation in the reply, which I wouldn't expect if it was through eBay.
The seller has issued this Second Chance Offer because either the winning bidder was unable to complete the transaction
Either? Is a bit missing? Plus sentences ending with a space before a full stop...

Meh, maybe legit, but seems dodgy.

Don't even think of doing it unless he sets up another auction, say the same item at a buy it now price you bid.

If it's not an official auction, eBay don't care about it and you lose all your rights.

Yes I know becasue I already emailed them they said if it's done outside ebay dont do it.

Yes sounds risky because tehre was about 5 other bidder's ahead of me.

But the states if I want the laptop he will send me the second chance offer which will be done by ebay and at the end of it he can leave me feedback and I can do the same.

I phones aint covered or something like that but if I do it the right if he does do it through Ebay will I be covered for the laptop? If I pay him by paypal?

You are not covered by Paypal as the seller does not qualify for offering Paypal Buyer Protection. You are covered by ebay which will get you back a maximum of £105. If you pay by credit card and they offer a guarantee for online shopping, you can do a chargeback against Paypal if the seller does not send it. I would clarify this with your credit card company before buying the laptop though.
