Soft on/off not working

When i switch on my power supply at the back of my pc, the pc sounds if it is running even though i haven't even touched the soft on button yet. The only way i can turn it off, is by turning off the PSU. The soft on/off button won't work, nor will the power on off buttons on my mobo.

The fans are running and there is no unusual post codes on the motherboard. But nothing is displaying on my monitor, although it is not a problem with my monitor because if you disconnect it it says "no input signal". It doesn't even reach the bios screen.

This only started happening two days ago when i turned on my computer it knocked off the sockets switch on the mains downstairs. I would be interested to hear if anyone has similar experience with sockets switch flicking off because this is were it surely went all wrong.

Does anyone have any ideas about this, do you reckon it is a PSU issue?

I have already tried clearing the CMOS but with no effect.

    MOBO: EPOX 9npa nforce 4
    Processor: Athlon x2 64 3800
    PSU: ANTEC 350W

Is it just the PSU fan that's running or the CPU fan as well?

The PSU fan doesn't seem to be working, the CPU fan is ok. So do you reckon my PSU is a goner?

If you can get your hands on another PSU, you could try and wire it up and see what happens, then you'll know for sure
