Interesting UPS delivered COD package and didn't collect cash

I was sent some software from the US, now the value was 0 as it was a promo tied into a motherboard I bought last week, the gut guy gave me the box saw the COD on it and said I'll get it off u again and off he went, I didn't have to sign anything! from the docket he should have collected around 23 Euros, now it looked like a sub-contractor of UPS as it was just a white van, but think I could have got away with it on the delivery last week as I got a call in the morning saying they had charges on a delivery (MB) of 55 Euros, I said fine anyway another bloke in white van called and handed me the box I pulled out the cash and he seemed surprised as if he didn't expect to get the cash even though it had COD yellow sticker on it, I was kicking myself that I shouldn't have said anything.
Has this happened to anyone else? Is it that they don't really care about getting it as they are just trying to get everything delivered before xmas?
