Confused by underraise rule in limit poker

I'm in the middle of a limit tournament on Tribeca and just came across a situation i'm not famliar with. I dont play much limit poker but trying to learn so i just want to know if this is a universal rule or if it differs from site to site to live games...

Even though rchase could not complete the full bet, should i not be forced to complete it, or at least make my raise more than a minraise?

No. As he was first to act he didn't lock the betting so you still have the OPTION to complete the bet, which you did. If a player had bet $200 before rchase you would still have all your options but that player would not be able to re-raise.... AFAIK.

It does vary from site to site.

rchase has simply made a bet, its an undrer bet, but its still a bet. You can't be forced to raise it.

I would have thought you have to make it 200 on top of his ~50 bet if you want to raise

He's not exactly raising...more opening the betting properly.
