Another rad question

With both valves open inlet pipe gets very hot and rad heats up fairly well But outlet valve and pipe are only slightly warm.
Why does outlet not get almost as hot as the inlet.
This is an inefficient rad as it takes a long time to heat and only works when heat is turned up to 25+ degrees.
    Any ideas .
