Assuming its Windows XP, you have 2 options.
    1. Reinstall an English version.
    2. Install the Windows XP MUI (Multiligual User Interface) pack.

I don't think 2 is available to the public in general - I can't find it on the Microsoft site, you may need a volume licence for it. I know I used it to add German to English Windows XP Pro installations at work.

the mui's are also available through technet and msdn for non vl but that costs money

your best bet is to use an english xp disc and reinstall,
make sure its the same service pack version as your product key

    Option 1
The microsoft windows/office license does not allow you to use other langague versions, preferring to sell you another copy as a general rule. While you can get free language packs in restricted cases, usually where there is a sizable minority in the US for it (cf. french / spanish dictioneries in office ) or where the localisation is not complete enough to get away with charging for it (windows agus office as gaeilge)

    Option 2
MUI is well hidden CBA looking for it, IIRC it's only available under a volume license and was about €100 or something per copy.

Start off with a copy of internet explorer in English,

It used to be possible to use foreign langague service packs on older versions of windows but not on the current ones. You
