    Hi,
I'm starting to build a shed/garage using 9" cavity blocks. Is there any insulation that can go into the hollows in the blocks or should I bother??

No - I think is the simple answer.!

You could, but it wouldn't do much good, and be way too much work.
Dry line the inside, or externally insulate

You can get the cavities pumped. It is about 80% efficient as the hollow part of the block takes up about 80% of the block.
The easier and cheaper option is to slab it
