At a guess 82. Letters did not coincide with year but I think in those years three letters would have covered a little less than two years. My Sept 84 Orion was TIJ 7***, so the R and S and T would take us back to late 82 /early 83. Q was not used so PIJ probably ran for most of 82.
And as I said this is a guess, but would put the car you saw nicely in the middle of the Mk111 Capri run 77 to 86.
