Moving horizontal line on monitor

I'm using a 23" LCD. I just noticed the other day that there's a horizontal line constantly moving from the top of the monitor down. It's most visible on the black when media player is idle.

    Any ideas what's causing this?

it could be a case of dirty power or the IEC plug itself. try a different socket to plug it into or a different IEC(kettle lead). make sure PC and monitor are plugged into the same 13amp socket to ensure they're on same phase.
If its not that then it may be a horizontal sync issue, dodgy VGA cable, or maybe try changing the refresh rate.

Adjusting the refresh rate of the monitor might fix the issue, i noticed similar behaviour on old 17" NEC lines when setting the refresh rate above 60hz.

Also check the cable and connections, update video card drivers and monitor drivers (if one exists)

    Hope this helps
