ok i think this should work

if i connect 2 tv's to my pc via dvi

    one is a 40" and the other is 20" they both support 1366 x 768 (720p)

if i setup the pc in clone display mode should the picture display on both screens properly ?

    Yes.

Though depending on what was programmed into the EDID the resolution may actually be 1360x768 on both sets. That can be overcome by forcing a custom resolution if you like.
