Damp ground at patio Doors

A friend moved into her house 2 months ago and while tiling I noticed slight damp patches in the concrete at the corners of the patio door.

I thought nothing of it and proceeded to tile. At the weekend I happened to notice slight mildew on the wall (approx 2 inches) above the ground.

Any advice as to what I should do. My first thoughts is to call the builder.?

    Thanks

I had slight damp patchs on the wall by the sliding door in my first house. It was in the living room with the sliding door being the only one into the garden. On cold days the door would be dripping in condensation and I figured this was causing the damp patch although it never got any bigger than about 3-4 inchs. Builder had a look and said to make sure the sliding door vent was open and not to dry cloths indoors as both would increase the condensation. It eased off after a while and I just repainted the damp patch.
