Calling time

when is it pertinent to call the clock on a person especially if this person is quite a quick player... I'd like to know this because I reckon some guy used this tactic on me to put me on tilt, he had no other reason to call it. I'd be interested in other peoples opinion as I will bump into this person again real soon. I'm not interested in debating the point with him but before I do engage him again I'd like to at least know the opinion of the experienced poker players on this forum on when to call the clock. my dwell time was approx 20 secs max. blinds were low enough and player who called clock was annoyed when i showed a bluff earlier.

    So in a nutshell

Q1. When is it pertinent to call clock
Q2. Is this a tactic used by many players

my own opinion i to only call clock on someone who either goes over a minutes OR is a constant dweller.
