I take it we're talking about a server a lan server wih no connection to the net whatsoever, so getting the unlocks through global account would not work. Unfortunately i'm no help either.

There is no way of running a normal dedicated server with unlocks. You have to have the ranked dedicated server available from EA.

However if you mean run a lan server and allow players to use their own unlocks then this is an option on BF2CC.
