Flight delayed compensation

A freinds flight was delayed by 2 hours 20 minutes from Dublin to Stansted which resulted in no rail services being available due to the late hour.

The EU directive lists the time period as being 2 hours and the majority of flights from Dublin and to Stansted other origins/destinations were on time or not much delayed.

Another budget flight from the same airline scheduled to depart later arrived earlier and at no time were the passengers informed of the reason behind the delay.

Are there any circumstances that the airline can reject the claim under the 2004 directive?

Any advice would be gratefully recieved.
