I think Reads Copying center on Nassau Street might be your best option

If you have a few to do, online processing will work out much cheaper. I've had good service from foto.com, others recommend Photobox. This assumes of course that you're either using digital, or have access to a scanner for the negatives/slides.

For the photos you want enlarged, if you can get access to a scanner and know your way around Photoshop or similar, you'll be able to adust levels etc to improve contrast/colour etc - depending on the state of the originals. I scanned some 30+ year old family photos which had badly faded and gone yellow last yeyar, and even using auto levels on Photoshop improved things remarkably.
