10% easypass discount

can anyone tell me why Easypass cannot get a 10% discount for paying up front like you can for a swipe card on toll booths: http://www.nra.ie/PublicPrivatePartnership/TollingDocumentation/file,49,en.PDF I have emailed NRA and Easypass to cofirm why paying 40 euro up front each time is not considered pre-paying.....

I think that it is sneaky that they 'top up' your account when it hits e10. That's a nice bit of money that they can play around with (e10 x Num_of_tags) and earn interest on.
The monthly fee is a bit mean too - the tags save them a nice bit of wages and help improve the traffic flow (figures I'm sure they use to say "We're not so bad").
