Friend of mine tells me that when anyone sends him a pic attachment they are always received as inserted in the email. Is there any way to adjust a setting somewhere in OE off so that the pics are received as attachments?

Try attaching the file as normal and then under the Format tab untick "Send Pictures with Message" and see if that works.

The problem is that this happens no matter who he gets the email from.

Ah right, then I think you can block images and external content. That would be Tools->Options->Security and tick the box that says "Block images and external content in HTML email".
He could also just have Outlook settings changed to read all his emails in plain text. Tools->Options->Read and tick the box that says "Read all messages in plain text".
