As my line has just recently passed the BB line test obviously for a few years it failed. I was told by Eircom the reason it now passes is because they have lowered the threshold for passing lines. I take this to mean my house is a fair distance from the exchange as it did not pass the line test heretofore. Having browsed through this forum I am concerned that if I order the 3MB product(from BT) my line may not be able to use the full 3MB anyway. Is this a reasonable concern and is there any way of making sure my line can actually take advantage of the full 3MB's before I order.

There is no way of knowing in advance afaik. If you are doubtful why not start with the 1Mb and see how that goes? You can then see how you get on and if the line stats are up to it upgrade your speed.

As Dub said there is no way of knowing for sure beforehand without asking. Speed upgrades are free but if you need to downgrade, there is a charge of around €30.
If you got the "Pass, subject to confirmation" test result then they will only offer you 1meg. If you ring BT and ask they will know from the test results what your line can handle.
