Software needed for report writing / compiling !!!

I require software (free preferably) that will automate report writing. I have hundreds of specification clauses which are already contained in previous reports. When writing new reports I refer to these previous files and extract the relevant clauses and insert them into the new report. I use cut n' paste or the spike(Word), but this is laborous. What I need to be able to do is review similar type specification clauses, select (or edit) the one I want, and have it sent automatically to a word processor, and again repeat the operation until I have X amount of clauses complied. Afterwards I can finish off the report with headings etc. It would also be handy if I could store various web pages and be able to add relevant data included in the report.
