Yeah I remember getting this before, it's very strange... can't remember what it was now... an IRQ conflict maybe.
Haven't experienced anything like this since Windows95 with a serial (or was it ps2) mouse.
Personally, I'd say have fun with it... http://www.sagebrush.com/mousing.htm ;)

I used to get this all the time. On board sound? It's probably caused by electrical interference on the motherboard. You can play around with the volume settings so as to minimise the impact.

This used to happen to me, I don't remember when or how it stoped though.

Yeah this used to happen to me too, but stopped when I moved from win95 to 98.

Another thing that used to happen was my music player would jump when when scrolling. I guess the machine was so crap that scrolling used a large number of resources :)

EDIT: Just to note that my wireless mouse does interfere with my guitar amp, if I have it too near it, so could be that if you're using a wireless mouse. I get a high pitched buzz
    from it.

Its caused by interference on the onboard sound chip.

I can hear it easily using Headphones on onboard sound and the only cure Im afrid is to throw €30 on a PCI Soundcard from komplett or similar.

My soultion was getting an old SB Live! card from someone with two and all was sorted.

I actually second this, as well as the AUX and any other inputs you wouldn't used. Done the trick before for me when i had interference sounds
