eBay/Paypal only release these every so often and usually they only apply to the country your paypal account is registered to, so if they have a code in the US for 5% off a final price and your account is Irish then you can't use it !

[EDIT] Maybe a mod could move this to Online Buying / Auctions as someone there might have a code.
