Unable to launch control panel in WinXP Home

    Father in law has a new Dell PC (3 months) running WinXP Home factory install.

    Problem is ... he cannot launch Control Panel. If you try to launch it, the display freezes for 2-3 seconds, and then redraws the desktop.

    Event viewer shows a generic message about encountering a problem and restarting Explorer, which ties in with the failed attempts to launch control panel.

    There is only one user ID on the machine, and that has Admin rights.
    I've tried using the 'classic' start bar, and XP style start bar, and also tried launching Control Panel from both the start bar and My Computer shells.

    There don't appear to be any other issues - all other apps/programs launch just fine. Any ideas ?

    Search for *.cpl (control panel files like SYSDM,etc) and see if any of them open that way. No harm in doing a virus scan and adware check while you are at it, as I think there might be a virus related to the problem.

    I found a link on google here that might be related to the problem, otherwise he might have to use the Windows repair console using the Windows XP cd if he has one.

    spyware probably, as it can usually disable the control panel to stop an uninstall.
