Noise pollution controls

    One of my neighbours, well, actually he lives about 500 yards away but might aswell live next door, has a car which makes a heck of a racket. He's a little boy racer living with his Mummy and Daddy and drives a Subaru Imprezza. He first bought one a couple of years ago and drove it as fast as possible at every opportunity... and then he pranged it.

    That was the end of that I thought but now he has an 05 model. There is an annoying rumble from it even at low speed and I can hear him leaving home and arriving again - like I said, 500 yards away. He also takes regular trips around the neighbourhood just for the sake of it. Are these compensating-for-something cars meant to be so noisy? I there a statutory body responsible for monitoring and regulating car noise?
