Apparently this is limited to 20 hours per month (costs €20 per month) and there is a charge for extra time up to a maximum of €30 per month.

My friend thinks he has to log out otherwise he will get his 20 hours in the same day.

How do Eircom meter the duration.

    Thanks in advance

Yes it's time logged in. Eircom supply the Netopia USB pocket modem which because it's USB only, switches off along with the pc. It will also disconnect if left idle for a minute or so and connection is manual.
If he's thinking about getting it tell him not to bother. He could get an "always on" connection from BT for 20euro.
