    What would happen if the majority of the electorate voted independent? Could they form a govenrment?

    The constitution would remain intact. A Taoiseach would have to be elected, who would then choose a cabinet. Parties are not mentioned in the constitution for a very simple reason; mention is not necessary. The collection of independents would form groups of like-mined people: "liberal independents"; "socialist independents" etc. They would try to ensure government in conformity with their political values. In short, we would begin again the history of the development of political parties.

    They're already in a party, in some ways.

    Vote for your local Independent, and watch them join up with the Greens and Sinn Féin in the Technical Group.

    Not even that but Independents tend to bunch together around election time in order to demand more media coverage; it's not an idealogical grouping by any stretch but it is one all the same.

    You're right about them joining with groups; from what I've seen Independents have a small handful of very local issues to get done, which they use as currency in order to "sell" their vote (I'm not implying any financial wrongdoings here, the word sell is figurative)

    Speaking of tyrants, anyone involved in that "technical group" stands condemned for aiding SF/IRA.

    I think that most independents should form the Nimby party given some of those that have been elected in recent times such as

    Jackie Healy Rae
    Mildrid Fox
    Tony Gregory
    James? McHugh (Galway East)
    James Breen

    These people have no national policies whatsoever they simply bide their time for a hung dail and wring as many local baubles as possible from the minority government.

    The supreme example was Bertie including Kerry in the list of regions for Objective status structural funds in the previous government.

    As much as Joe Higgins is a pain in the butt he is fairly non-judgmental in a geographical sense.
