I'm downloading from allofmp3.com and am wondering about the variable bit rate option of 192k, does it mean that 192k is the maximum so therefore isn't actually any better than fixed 192k?

No. 192 is the average. For the complex bits of the audio, it is higher, for the less complex, it is lower.

You're better off at 192 VBR if your mp3 player can handle it.

While VBR should give you smaller files and better quality, I've found that some players don't like VBR so I tend to stick to CBR.
