I don't know squat about LCD monitors other than a low ms is needed for gaming. It is a good bit cheaper than similar 19" models - some of which are more than €100 more expensive, with specs that look very similar to a novice like me!

It has one major flaw: No DVI. I wouldn't buy an lcd monitor without it.
