Anyone know what these are? See a lot of them as open events in golf clubs. Can anyone play in them or do you have to be good?

I've played in these and they are 10 or 11 - 18 methinks. Winners will not be too many over par. Can be 18 or sometimes 27 holes.

    Scratch: low cappers
Junior Scratch: 5-10, 4-9 or so
    Intermediate Scratch: 10-16 to 18, 11-16 to 18,

You need to have a valid GUI handicap

They are good deals because you can play a round for much less than the normal green fee since it is the competition. Most however, are a bunch of BS as there are way too many sandbaggers out there...I personally know a couple of guys who are no worse than 5 HC who play in these. Just expect to go out for a round, not much hoope of winning with so many cheaters.
