Im gonna do a self build pc. Are there any other components/tools I require other than
Case, Mainboard, PSU, CPU, RAM, HDD, Graphics Card etc.

For example I am to purchase a Pentium D950. I assume this comes with a heatsink and fan. Or should I buy a separate more powerful fan for it?
An anti static wrist strap and screwdriver is also in order, anything else?
    Any thoughts appreciated.

You might want a CD drive so you can install your OS.

If the CPU description says "boxed with fan" then it includes the fan, though the stock heatsink/fans aren't normally that great. A good one will only cost about €20-30 more so might be worth investing in. Get a tube of Arctic Silver paste too. That's probably the best 'goop' for heat transfer.

You'll get a DVD writer such as NEC ND35xx series for less than €50. I guess the Pentium D will use DDR2 RAM so get that. Depending on your needs, get a decent graphics card, or two for an SLI mobo. An SATA hard disk may be a good choice but it can be sometimes difficult to install WinXP (if that's your OS choice) on to SATA discs. As long as it's SP2 and you have the driver on floppy it should be OK though. For the PSU, don't go cheap, avoid QTEC as they're crap.
