I am building at the moment and I have lots of trees around the site. A friend of mine is tree surgeon and he said most are healthy but some are dead and there is a fair amount of scrub about.
Can I burn this waste on the site with or without the government’s permission?

Yes. Burning Rubbish is not allowed, but scrub is ok.

Check with your local Environment Officer in the Council. Although burning trees and branches is generally OK, they will take a very dim view if you do not inform them in advance and they will probably want to inspect it first. Failure to inform them in advance could lead to a €1500 fine.
