Estate Agents & VAT

hi - estate agent charging his fee + VAT. problem is he is charging 21% now as far as I know the VAT rates in Ireland are 21% for goods and only 13.5% for services, surely an estate agent is a service and should only be charging 13.5% VAT?? Any thoughts or advice as to how to approach?

The 13.5% rate only applies to certain services

He's right. 21% is the VAT on Auctioneer's fees and also on Solicitors.
