    Three spikes - Luxemburg (very rich), Greece (no full BB rollout yet) and Ireland

    Population density is also revealing too. Very little correlation so we can't use that excuse. Yes rural strip development is a problem, but the vast majority of our population live in cities and towns that have fibre.
