Can anyone recommend a heat alarm that will dial out a warning if a room becomes too hot? I'm looking for one for a server room with bad air cooling. Ta,

If you have any dell servers running linux you can use omreport to do that.
Alternatively if you really want something hardware based use something like http://eesensors.com/websensor.html combined a simple batch script...
I wouldn't be worried about dialling out, at the most basic just use the script to email your mobile address (087xxxx@vodafone.ie) and turn on txt notifications.

We use GFI Network Server Monitor and a wee GSM modem to monitor several different things in the comms room and send SMS alerts when needed.

For temp we monitor the UPS which has a hissy-fit if the temp rises too much. Not 100% real-time, but does the job.
