info on suscribers can be found in the newbie/faq forum on the system menu(top right of your screen)

you can suscribe to a topic by going the the thread tools at the top of each thread

If by topic you mean forum, then there's an option to do that under the Forum Tools dropdown menu when you're browsing each forum...
