I want to put in a toilet upstairs in my bungalow. It has a hipped roof. How do I bring the toilet waste pipe out? Floor joists a 9'2".

How high are the floor joists?
If you mean 9 inches high, take it out between floor and ceiling below. waste is only 4".

You may have room below the fascia, otherwise take it through the fascia
