Where can I get the cheapest machine

I want something that'll work as a Linux HTTP server, probably Apache. Clearly, it doesn't need to be a high-spec box, and doesn't need to have a big disk. But it does need to be able to run 24x7 reasonably cool and quiet, perferably very cool & quiet. If it's up all the time, I'll probably put my 250GB external USB HD onto it as a kind of SAN, so it should also have USB 2.0.

So where can I buy such a box for as small a price as possible? Any suggestions? I thought perhaps a micro-ATX, but they're actually quite expensive. A possibilty is, of course, something used, but I'd be concerned about its ability to handle USB 2 (although an expansion card is only about €10).
