Because my season ticket renewal is up and Norwich saying that they can't do a direct debit with TSB for some reason, is it possible to set up a UK bank account or is it totally forbidden.

Nope, you can have a UK account. However, you're going to have to be present with photo ID, and a some suitable documentation (bills etc) with a UK address on them at a branch of a UK bank to do it.

What does a person do if they are irish resident and wish to open a UK Bank Account?

Go to the UK, and open one (with photo ID, and proof of a UK address).
