I have a load of heat syncs and fans lying around and the one on my nvidia Geforce FX5500 is really noisy. if it fits is it safe enough to put a different on one?

    Yes,

You will have to pick one that is light, as you could crush the GPU

Also if they are CPU heatsinks you will have to make a bracket that will hold it on securely,

And you can buy GPU heatsinks for around 20 euro so it may not be worth the hassle/risk

but if it fits ( like from another graph card) and is secure and everything i presume that a similar sized fan and sync should do the trick ye?

Aye if its a GPU heat sink and fan and it conforms to your card too there wont be a problem. Just do a good job of thermal pasting it etc - graphics card fry easy enough.
