    just open it in microsoft paint, then choose save as and in the "save as type" box choose jpg

    That will also work for any file format the you want it to convert to as long as Microsoft Paint supports it. Another suitable file to use when uploading is .gif, which is also supported by MS Paint (but not the animated ones though)

    You'll notice substantial quality loss when you convert to jpg using paint.

    Paint is all well and good for 1 file but what if there's more?

    I've been using PixResizer just for this. It will resize and convert files and do it with single files or in batches.

    ReaJPEG all the way. Borders, resize, and JPEG convertion. Even from the shell if you like!
