Grant still not paid!

I am still waiting for my VEC grant to be paid in. I rang them and they said it would not be paid in on the next date (February 20th I think) so it means the earliest I will get it is in March. It's absolutley ridiculous, is there a higher authority I can go to complain about these people? (it's the Co. Cork VEC by the way)
