Is there anyway I can put a lock on my psp? So that if it ever gets stolen, its useless to the common scumbag. I dont mind if it is some how removable to a hacker, just to annoy theives if it ever is stolen?

Set the parental control to max and put a pin on it. This unfortunatly means you have to put a pin in when you start it up each time. System Settings->Security->Parental Control.
