Referendum on the family?

I was reading about the proposed changes to the constitution, mainly those about changes to the definition of family and equality, ie changing "mother" to _parent_ in relation to the family and recognition of the _parents_ work in the home...

do we not have to hold a referendum on theose changes... (not that anyone in their right mind would say no to those changes)

civil partnerships seemed to get a whole lot more attention being the more controversial issue, it'd be nice if people could organise petition for that and write their own multiple choice questions...
