How in the hell are you supposed to pay for something using paypal?

I set up the account and I cannot add funds to it from my bank account or from a credit card. I sent money to a fellow boards member for some goods using the credit card but he can't accept the payment on the free account. Worse still I cant cancel the payment even though he hasn't accepted it!

It says in the help tab that unaccepted payments time out after 30 days, but will that money go into the paypal account or back on the credit card? Its no use in the paypal account because I can do sweet feck all with it.

All I want to do is put funds in the account and send the money and get back the money thats stuck in limbo.

Can anyone help me out?
