Flat Rate Expenses - Tax Relief

I found this document on the revenue website under 'Personal Credits'. The webpage is here.

I have recently started my first job since leaving college. My contract states that I am a telecoms support engineer. I don't have to pay for my own tools beyond maybe two books so I believe I fall under section 50 in the document.

Does this mean I am entitled to claim €185 in tax credits right now? Or do I need to be a member of a professional body like the institute of engineers? If I am entitled do I need to contact the Revenue office for my region?

    Thanks for any help.
