they're illegal, but purely for arguements sake, you can get one on ebay!

...and because of that they can't really be discussed on this forum.

The good news is though that Belkin (for one) are trying to get them legalised in the UK and Ireland. My contact there tells me there should be "further developments" on this in the new year.
