Looks like a sunnier version of PortMeirion in Wales (where the 60's TV show "the prisoner" was filmed http://www.portmeirion-village.com/ ).

It's designed by Gaudi, a very famous architect. He used to live there at one stage until he moved to a Cathedral he was building that is still being finished. You can see his work all over Barcelona.
